By 1805, Jean ran a warehouse in New Orleans, which distributed goods smuggled by his older brother, Pierre. When the U.S. government passed the Embargo Act in 1807, forbidding American ships from docking at any foreign port, the brothers established a base on the thinly populated island of Barataria.
